The environmental policy sets itself as a priority objective the reduction both of the quantity and hazardousness of produced waste, as well as the flow of waste sent to disposal. To this end it foresees and specifies specific activities to intervene at the source of the production process in order to facilitate and incentivize the recycling and recovery of produced waste. Irrecoverable or acknowledged waste must be disposed of in conditions of safety, with a progressive reduction of the flow of waste sent to disposal. The Legislative Decree 22/97, after the prevention, reduction of production and hazardousness of waste materials, assigns a key role to the Integrated Management of Waste: waste must be handled in such a way as to achieve objectives of recycling and recovery and reduce the flow of waste sent to disposal. For urban waste integrated management requires the realisation of minimum objectives of selective collectionand of recycling and, in second place, the production and use of combustible from waste. Under the organisational profile, it is furthermore necessary that in each territorial field, the municipalities expedite adequate forms of cooperation and coordination in order to rationalise the management of waste. With regard to special waste, activities of recycling and recovery are encouraged with specific simplifications of the administrative procedures of authorisation. Finally, specific objectives regarding recovery and recycling of waste from packaging are fixed, and a specific discipline is imposed for the management of such waste.
